We noticed this today from USA Todayits stating that the average mortgage rates are now at 4.22%.   Note theres nothing regarding the fees, APR.  Keep in mind most banks advertise rates assuming youre buying the rate down.   Technically, you could buy the rate down to whatever level you want.

TEXAS MORTGAGE REFINANCE RATES:

Mortgage rates for 30-year fixed mortgages rose this week, with the current rate borrowers were quoted on Zillow Mortgage Marketplace at 4.38 percent, up from 3.88 percent at this same time last week.
